The Navy tested mescaline as part of its 1947–53 Project CHATTER. MK-ULTRA was first organized in 1949 by Richard Helms under the direction of Allen Dulles as Project BLUEBIRD. Two years later, it was renamed ARTICHOKE (after one of Dulles’s favorite foods) then termed MK-ULTRA in 1953, finally becoming MK-SEARCH in 1965 until the program's "official termination" eight years later. MK-ULTRA was directly responsible for the wide underground availability of LSD, phencyclidine (PCP – also called "angel dust"), dimethyltryptamine (DMT), 2,5-dimethoxy-4-methylamphetamine (STP) and other powerful synthetic psychoactive drugs in the 1960s. In the early 1950s, the CIA and the Army had contacted Sandoz requesting several kilograms of LSD for use in the test program. Dr. Hofmann and Sandoz refused this request, so Director Dulles persuaded the Indianapolis-based pharmaceutical luminary Eli Lilly (later the pioneers of and chief cheerleaders for the widely prescribed antidepressant Prozac) to synthesize the drug contrary to existing international patent accords – making the US government and Lilly the first illegal domestic manufacturers and distributors of LSD.

The close proximity of U.S. biological warfare programs and the pharmaceutical industry is hardly an historical accident. From its inception, American research drew from a rich pool of biomedical researchers backed by the formidable technological resources of Big Pharma.

As Leonard Cole revealed in his 1988 exposé, "Clouds of Secrecy: The Army's Germ Warfare Tests over Populated Areas", biowarfare research during World War II and the Cold War period was a public/private affair in which the government provided funds to state agencies and private corporations alike in the hope that such solicitous relationships would lead to breakthroughs in the area of offensive weapons or what is now euphemistically called "biodefense."

Indeed, none other than George W. Merck, the president of the Merck Pharmaceutical Company, was a top-flight consultant to the Secretary of War. In that capacity, Merck and his company provided expertise and technological know-how for work on America's nascent biowar programs. In a 1946 report to the Secretary of War penned by Merck, Cole revealed that the program "included research, testing, development, and production of biological agents," all carried out as Merck wrote, in the "strictest secrecy."

Despite the passage of four decades, America and its military have never come to grips with its own ghastly programs of using soldiers as guinea pigs to test chemical or biological weapons such as LSD, sarin, nerve gases, plague, mescaline, anthrax and hundreds of others. At the same time, they also conducted mind-control experiments, as soldiers and others were administered drugs, and septal implants were inserted in the sinus cavities a la "The Manchurian Candidate." The secret research programs, originally code-named MKULTRA but continued under a long succession of other code names, were conducted mainly by the US Army from 1943 until at least 1975. However, the CIA provided planning, financial support and field testing. Participants in the experiments were recruited by the Army and lured by promises of no KP duty, a four-day workweek, the promise of medals and special recognition. At the same time, they were sworn to secrecy and forced to sign a general consent form without informed consent or even knowing the nature of the toxic substances that were sprayed in their faces, applied to their skin or injected into their veins. And the government continues to try to hide the fact that Nazi members were recruited to help devise these experiments as part of Operation Paperclip, and that many of the biological experiments were modeled after those conducted by the notorious Col. Shiro Ishi in Manchuria and Japan.

In the first three installments of this series I examined the existence of the massive surveillance state database MAIN CORE and how similar tools of oppression are destroying American civil liberties. I also took a look at the criminality of many members of the Bush administration (especially Dick Cheney) and their crusade against The Constitution as well as Cheney's involvement in Continuity of Government programs. I wrote of the targeting of journalists by the rogue cabal operating out of Cheney's office (which is even more relevant with the news of CIA death squads) to crush dissent. In this installment I want to draw a bigger picture of how a network of Wall Street oligarchs, rogue intelligence operatives, organized crime figures and the mysterious alliances that have led to the hostile takeover of the United States.
