SANTA FE, N.M. (June 14, 2019) – Today, a New Mexico law goes into effect that limits the warrantless use of stingray devices to track people’s location and sweep up electronic communications, and more broadly protects the privacy of electronic data. The new law will also hinder the federal surveillance state.

Sen. Peter Wirth (D) filed Senate Bill 199 (SB199) on Jan. 8. Titled the “Electronic Communications Privacy Act,” the new law will help block the use of cell site simulators, known as “stingrays.” These devices essentially spoof cell phone towers, tricking any device within range into connecting to the stingray instead of the tower, allowing law enforcement to sweep up communications content, as well as locate and track the person in possession of a specific phone or other electronic device.

The bill requires police to obtain a warrant or wiretap order before deploying a stingray device, unless they have the explicit permission of the owner or authorized possessor of the device, or if the device is lost or stolen. SB199 includes an exception to the warrant requirement for emergency situations. Even then, police must apply for a warrant within 3 days and destroy any information obtained if the court denies the application.

On Jan. 24, the Senate passed SB199 by a 41-0 vote. On Jan. 30, the House concurred with a vote of 68-0. With the governor’s signature, the law went into effect June 14.

SB199 also bars law enforcement agencies from compelling a service provider or any person other than the owner of the device without a warrant or wiretap order. This includes actual communication content such as phone conversations, text messages and email, location information and other metadata such as IP addresses pertaining to a person or device participating in the communication.

A service provider may still share information voluntarily under the law. Law enforcement will have to destroy such information within 90 days unless it gets the consent of the owner or a court order.

Provisions in SB199 will severely limit sharing of any legally obtained data.

The legislation provides a legal remedy for anybody whose data is obtained in violation of the law.

A person in a trial, hearing or proceeding may move to suppress any electronic information obtained or retained in violation of the United States constitution, the constitution of New Mexico or the Electronic Communications Privacy Act. The motion shall be made, determined and subject to review in accordance with the procedures provided in law.

A similar bill unanimously passed in both houses of the New Mexico legislature in 2017, but Gov. Susana Martinez vetoed the bill, saying she didn’t want to “burden law enforcement officials.” Martinez was term-limited out of office and Democrat Gov. Michelle Lujan Grisham replaced her in 2019.

IMPACT ON FEDERAL SURVEILLANCE PROGRAMS

The federal government funds the vast majority of state and local stingray programs, attaching one important condition. The feds require agencies acquiring the technology to sign non-disclosure agreements. This throws a giant shroud over the program, even preventing judges, prosecutors and defense attorneys from getting information about the use of stingrays in court. The feds actually instruct prosecutors to withdraw evidence if judges or legislators press for information. As the Baltimore Sun reported in April 2015, a Baltimore detective refused to answer questions on the stand during a trial, citing a federal non-disclosure agreement.

Defense attorney Joshua Insley asked Cabreja about the agreement.

“Does this document instruct you to withhold evidence from the state’s attorney and Circuit Court, even upon court order to produce?” he asked.

“Yes,” Cabreja said.

As privacysos.org put it, “The FBI would rather police officers and prosecutors let ‘criminals’ go than face a possible scenario where a defendant brings a Fourth Amendment challenge to warrantless stingray spying.”

The experience of a Pinellas County, Florida, man further highlights the shroud of secrecy around the use of stingray devices, along with the potential for abuse of power inherent in America’s law enforcement community.

The feds sell the technology in the name of “anti-terrorism” efforts. With non-disclosure agreements in place, most police departments refuse to release any information on the use of stingrays. But information obtained from the Tacoma Police Department revealed that it uses the technology primarily for routine criminal investigations.

Some privacy advocates argue that stingray use can never happen within the parameters of the Fourth Amendment because the technology necessarily connects to every electronic device within range, not just the one held by the target. And the information collected by these devices undoubtedly ends up in federal databases.

The feds can share and tap into vast amounts of information gathered at the state and local level through fusion centers and a system known as the “information sharing environment” or ISE. In other words, stingrays create the potential for the federal government to track the movement of millions of Americans with no warrant, no probable cause, and without the people even knowing it.

Fusion centers were sold as a tool to combat terrorism, but that is not how they are being used. The ACLU pointed to a bipartisan congressional report to demonstrate the true nature of government fusion centers: “They haven’t contributed anything meaningful to counterterrorism efforts. Instead, they have largely served as police surveillance and information sharing nodes for law enforcement efforts targeting the frequent subjects of police attention: Black and brown people, immigrants, dissidents, and the poor.”

Fusion centers operate within the broader ISE. According to its website, the ISE “provides analysts, operators, and investigators with information needed to enhance national security. These analysts, operators, and investigators…have mission needs to collaborate and share information with each other and with private sector partners and our foreign allies.” In other words, ISE serves as a conduit for the sharing of information gathered without a warrant. Known ISE partners include the Office of Director of National Intelligence which oversees 17 federal agencies and organizations, including the NSA. ISE utilizes these partnerships to collect and share data on the millions of unwitting people they track.

The federal government encourages and funds stingrays at the state and local level across the U.S., thereby undoubtedly gaining access to a massive data pool on Americans without having to expend the resources to collect the information itself. By placing restrictions on stingray use, state and local governments limit the data available that the feds can access.

In a nutshell, without state and local cooperation, the feds have a much more difficult time gathering information. Passage of SB199 strikes a major blow to the surveillance state and is a win for privacy.

PARALLEL CONSTRUCTION

By allowing defendants to suppress information obtained in violation of the law, SB199 will hinder one practical effect of NSA spying in New Mexico.

Reuters revealed the extent of such NSA data sharing with state and local law enforcement in an August 2013 article. According to documents obtained by the news agency, the NSA passes information to police through a formerly secret DEA unit known Special Operations Divisions and the cases “rarely involve national security issues.” Almost all of the information involves regular criminal investigations, not terror-related investigations.

In other words, not only does the NSA collect and store this data, using it to build profiles, the agency encourages state and local law enforcement to violate the Fourth Amendment by making use of this information in their day-to-day investigations.

This is “the most threatening situation to our constitutional republic since the Civil War,” Binney said.

Just as the Trump administration has signaled its interest in a permanent “clean” reauthorization  of the Patriot Act’s phone surveillance provision, the NSA proves once again that it is not to be trusted with these tools. New documents obtained by the ACLU and reported in the Wall Street Journal have revealed that last year the NSA once again collected phone records of Americans that it was not authorized to obtain.

The NSA collected information, including who phone-users were calling and for how long, after a telecommunications firm began sending the information to the NSA—despite the fact that it had received no orders that would have authorized them to do so. Although the name of the company is redacted, for years it has been widely reported that large telecommunication firms like AT&T and Verizon have worked with the NSA as part of BLARNEY, an NSA project that leverages “commercial partnerships” in order to gather intelligence.

This “anomalous” unauthorized collection of Americans’ private information comes only a few months after a separate incident in which “technical irregularities” resulted in the NSA getting access to many more records than it should have. In response, the NSA erased three years of all of its collected metadata, which amounted to records of hundreds of millions of phone calls. The documents released today include an assessment by the NSA that the overcollection had a “significant impact on civil liberties and privacy,” which is putting it mildly.

The NSA’s telephone record program, conducted under Section 215 of the Patriot Act, allows it to collect metadata of phone calls, including phone numbers, time stamps, and other identifying information. While this information may seem benign, many organizations and outlets, including EFF, have demonstrated how things like time stamps, phone numbers, and the GPS coordinates of where calls were made can be stitched together to reveal potentially compromising information about a person. Metadata can, for instance, have dire consequences for vulnerable populations who fear retribution for political beliefs, or whose metadata could be used in immigration enforcement.

With Section 215 up for re-authorization in December, these two instances prove that it’s time to let the NSA’s permission to sweep up phone records expire. If Section 215 is allowed to be reauthorized, accidents like this—in which an unthinkable amount of our personal data winds up in the hands of the government—will continue to happen.

Law enforcement is using license plate readers to “grid” entire neighborhoods.

What does gridding mean?

The Arizona Mirror describes gridding as,

Part of the training for the ALPR systems, Chandler police officers are taught to “grid” neighborhoods during their downtime – systematically driving up and down every street in an area, indiscriminately scooping up information on vehicles.



Gridding entire neighborhoods allows Big Brother to form a detailed and highly accurate pattern of everyone’s driving habits day and night, 24/7.

American police “gathering intel” on the public is a mirror-image of China’s “People’s Armed Police” or the United Kingdom’s “Metropolitan Police” who spy on their citizens for the government.

There is no defense for police gathering intel on innocent people, but that does not stop them from making up absurd excuses to justify it.

Chandler Police Department Commander Ed Upshaw compares police “gridding” to a YouTuber who records someone in public.

If your vehicle is parked in a public place or visible from a publicly accessible place, it can be recorded by anyone. Is there a reason a YouTuber can record but police cannot?

Comparing systematic police surveillance to a YouTuber recording people in public is like comparing apples to oranges.

Another bogus excuse by Big Brother was reinforced by Federal Massachusetts Judge Robert Rufo, who ruled that police ALPRs on bridges “was legal because the cameras only track movements on and off the Cape, and not movements across the state.”

What Rufo failed to mention is the only way for motorists to access the Cape is by traveling over those bridges. It might not be mass surveillance of motorists statewide but it is certainly “Mass.” surveillance of Cape Cod motorists. (pun intended.)

Fast-food drive-thrus are also planning on using ALPRS and facial recognition to identify drivers and passengers according to an article in ZeroHedge.

According to the article, customers can sign up to be spied on using a company’s loyalty rewards program much like Hertz Global Holdings. Fast food restaurants will use 5Thru.com’s ALPRs to identify customers.

Is there any way to opt-out of being tracked once you drive onto their property? What do you think?

police could grid low-income or minority neighborhoods more often, which could lead to over-policing of those neighborhoods—even if there are just as many crimes in rich, white areas.

There is simply no excuse to “grid” entire neighborhoods or train police to “gather intel” on Americans without a warrant. Has law enforcement become a three letter word? Have they become DHS, FBI, CIA, DEA or ICE pawns?

Last week, Illinois Gov. J.B. Pritzker signed a bill that expands a state law barring warrantless location tracking to include historical location data. Enactment of this bill will not only strengthen privacy protections in Illinois, but it will also take another step toward hinder the federal surveillance state.

Rep. Ann Williams (D-Chicago) along with a bipartisan coalition of cosponsors, introduced House Bill 2134 (HB2134) on Feb. 6. Under the old law, police were required to get a court order based on probable cause before obtaining a person’s current or future location information. HB2134 removes the words “current or future” from the statute. In effect, the law now includes historical location information under the court order requirement.

On May 30, the Senate passed HB2134 by a 59-0 vote. It previously passed the House by a 113-0 vote. With Gov. Pritzker’s signature on Aug. 23, the law went into immediate effect.

Our worst fears about Automated License Plate Recognition (ALPR) are much worse than we could have imagined.

Two months ago, I warned everyone that police in Arizona were using ALPRs to “grid” entire neighborhoods. But this story brings public surveillance to a whole new level.

Last month, Rekor Systems announced that they had launched the Rekor Public Safety Network (RPSN) which gives law enforcement real-time access to license plates.

Any state or local law enforcement agency participating in the RPSN will be able to access real-time data from any part of the network at no cost. The Company is initially launching the network by aggregating vehicle data from customers in over 30 states. With thousands of automatic license plate reading cameras currently in service that capture approximately 150 million plate reads per month, the network is expected to be live by the first quarter of 2020.

RPSN is a 30 state real-time law enforcement license plate database of more than 150 million people.

And the scary thing about it is; it is free.

“We don’t think our participants should be charged for accessing information from a network they contribute to, especially when it provides information that has proven its value in solving crimes and closing cases quickly,” said Robert A. Berman, President and CEO, Rekor.

Want to encourage law enforcement to spy on everyone? Give them free access to a massive license plate database.



RPSN’s AI software uses machine learning to predict when and where a hotlisted person or a person of interest will be.

Rekor’s software, powered by artificial intelligence (“AI”) and machine learning, can also be added to existing law enforcement security camera networks to search for law enforcement related hotlists as well as Amber Alerts and registered sex offender motor vehicles.

Rekor admits that police in thirty states are probably spying on more than 150 million license plates each month.

The Westchester County New York Police Department’s Real Time Crime Center alone, collects more than 25 million license plates each month.”

An article in Traffic Technology Today revealed that Rekor will go to great lengths to convince police departments to track millions of motorists.

In 2020, the RPSN will be fully compliant with the federal 2019 NDAA law, which bans the use of certain foreign manufactured cameras used in critical infrastructure.

Rekor’s 2019 NDAA sales pitch is both disturbing and despicable. It reveals just where they and law enforcement stand when it comes to using ALPRs to spy on millions of motorists.

Police use license plate readers to track motorists in real-time

An article in The Newspaper revealed how police in Louisiana use license plate readers to track motorists in real-time.

Eric J. Richard had been driving his white Buick LaCrosse on Interstate 10, when he was stopped by Louisiana State Police Trooper Luke Leger for allegedly following a truck too closely. During the roadside interrogation, the trooper asked where Richard was coming from.

“I was coming from my job right there in Vinton,” Richard replied. The trooper had already looked up the travel records for Richard’s car and already knew it had crossed into Louisiana from Texas earlier in the day. Based on this “apparent lie,” the trooper extended the traffic stop by asking more questions and calling in a drug dog.

The article goes on to say that police had no reason to track Mr. Richard, but they did so because they could. And that should frighten everyone.

Rekor lets law enforcement know where your friends and family are, where your doctor’s office is, where you worship and where you buy groceries.

How is that for Orwellian?

It is time to face the facts: ALPRs are not about public safety, they are a massive surveillance system designed to let Big Brother track our every movement.

I get more emails about smart meters than any other issue we cover. Pretty much on a weekly basis, somebody asks me how they can opt out of installing these devices in their homes or businesses.

Smart meters monitor home energy usage in minute detail in real time. The devices transmit data to the utility company where it gets stored in databases. Anybody with access to the data can download it for analysts. Without specific criteria limiting access to the data, these devices create significant privacy issues. Smart meters can also be used to remotely limit power usage during peak hours.

These devices raise health, privacy and constitutional issues.

Smart meters emit RF radiation, similar to cell phones. The International Agency for Research on Cancer (IARC), as “possibly carcinogenic to humans.” Officials downplay the health risks, but some people believe long-term exposure to smart meter radiation could cause health problems.

The Tenth Amendment Center got into the smart meter issue because of the overwhelming privacy issues and the fact that the federal government unconstitutionally serves as a significant funding source for smart meter programs.

Privacy Concerns

The proliferation of smart meters creates significant privacy concerns. The data collected can tell anybody who holds it a great deal about what goes on inside a home. It can reveal when residents are at home, asleep or on vacation. It can also pinpoint “unusual” energy use, and could someday serve to help enforce “energy usage” regulations. The ACLU summarized the privacy issues surrounding smart meters in a recent report.

“The temptation to use the information that will be collected from customers for something other than managing electrical loads will be strong – as it has been for cell phone tracking data and GPS information. Police may want to know your general comings and goings or whether you’re growing marijuana in your basement under grow lights. Advertisers will want the information to sell you a new washing machine to replace the energy hog you got as a wedding present 20 years ago. Information flowing in a smart grid will become more and more ‘granular’ as the system develops.”

The privacy issues aren’t merely theoretical. According to information obtained by the California ACLU, utility companies in the state have disclosed information gathered by smart meters on thousands of customers. San Diego Gas and Electric alone disclosed data on more than 4,000 customers. The vast majority of disclosures were in response to subpoenas by government agencies “often in drug enforcement cases or efforts to find specific individuals,” according to SFGate.

“Mark Toney, executive director of the Utility Reform Network watchdog group, said the sheer number of data disclosures made by SDG&E raised the possibility that government agencies wanted to sift through large amounts of data looking for patterns, rather than conducting targeted investigations.”

No Smart Meter, No Data

So, how can we stop government agencies from using smart meters to peer into our lives? We can simply refuse to install them on our property. This is the only sure-fire way to ensure your energy use data won’t fall into the hands of government agents and private marketers, or end up stored in some kind of government database.

Of course, utility companies want you to have a smart meter. These devices allow them to control your energy usage. Utilities want this power because it saves them money and allows them to more easily manage their power grids. As a result, many companies penalize customers who opt out of smart meter programs, and some go a step further and simply require them as a condition of service.

That’s where state and local action can make a difference. State laws and city ordinances can require utility companies to allow customers to opt out without any fees or penalties. These laws make opting out a legal option for residents and give them control over their own privacy.

Impact on Federal Program

The federal government serves as a major source of funding for smart meters. A 2009 program through the U.S. Department of Energy distributed $4.5 billion for smart grid technology. The initial projects were expected to fund the installation of 1.8 million smart meters over three years.

The federal government lacks any constitutional authority to fund smart grid technology. The easiest way to nullify such programs is to simply not participate. Opt-out laws makes that possible. If enough states pass similar legislation, and enough people opt out, the program will go nowhere.

We’ve seen a similar opt-out movement undermining Common Core in New York. Opting out follows a strategy James Madison advised in Federalist #46. “Refusal to cooperate with officers of the Union” provides a powerful means to fight back against government overreach. Such actions in multiple states would likely be effective in bringing down federal smart meter programs.

This is an open letter to the media, but especially the New York Times.  I will be addressing your schizophrenic coverage of two issues you pretend are not related but are indeed intimately related.

First issue:  In the summer of 2017 the media went crazy covering the assaults upon Diplomatic personnel in Cuba by what many surmised were weapons of a sonic nature.  Diplomats and their families were evacuated back to the states where many were diagnosed with actual concussive brain damage from the seemingly auditory assaults, despite no exterior skull damage. Science News, on 29 August 2018, ran a preview of a paper written for the September 15 issue of Neural Computation, in which Beatrice Golomb MD, PhD., a professor of Medicine at the University of California, San Diego, says that “publicly reported symptoms and experiences of a ‘mystery illness’ afflicting American and Canadian diplomats in Cuba and China strongly match known affects of pulsed radio frequency/microwave electromagnetic (RF/ME) radiation.”

According to a New York Times report on 5 September 2018, Douglas H. Smith, Director of Center for Brain Injury and Repair, and Professor of Neurosurgery at the Perelman Center at the University of Pennsylvania became familiar with these injuries after tending to affected diplomatic personnel and assessed them as more likely microwave weapon attacks victims than sonic. The Federal government for the most part, played dumb, despite the Cold War attacks on the US Embassy in Moscow by the Soviets using microwave weapons from the 1950s to the 1970s and at least one relatively recent incident of an NSA agent named Mike Beck coming down with highly unusual, early on-set Parkinson’s disease after an apparent microwave attack on him and a partner simultaneously in a hostile foreign country in the 1990s, and who also developed early on-set Parkinson’s and has already succumbed to it. Beck is being denied disability because NSA will not admit they know about microwave weapons (and perhaps use them against the strictures of Geneva Convention?)

With these recent revelations, Dr. Ed Spencer, a graduate of Stanford University, Yale Medical School, and Neurology Residency at The University of California, San Francisco, and who practiced general neurology in Sonoma County until his retirement in 2010, but who is still very active with the International Center Against Abuse of Covert Technologies (ICAAT), penned a letter to his colleagues in neurology and neurosurgery featured on the StopTheCrime dot net site, that he has “only recently become aware of an enormous deficit in our neurology education. This is the massive amount of information on the effects of electromagnetic radiation on brain function.  During the last ten years of my practice I have seen a number of patients with symptoms they attributed to remote electronic attacks, and I have been perplexed. Frequently these patients are labeled ‘crazy’ as there is no physical evidence to support their allegations. Now, after reviewing the information available on the sites listed below, it appears that we are dealing with a vast weapons program hidden in secrecy, and that U.S. Citizens have been used as nonconsensual experimental subjects.” And he adds “Without having some knowledge of such technologies, the neurologist is clearly hobbled in effectively practicing neurology, the diagnosis and treatment of psychiatric problems exceedingly difficult, and in some cases, almost impossible.”

Contrast the above medical opinions proffered in regard to the 2017 Cuba “sonic” incidents (really microwave weapons attacks), with an attempt that was made a few weeks after it was reported, by an “expert”, a medical sociologist from the James Cook University at Queensland, Australia, to dismiss the incident as “mass delusion”, as reported on 3 July 2018 by MailOnLine reporter Phoebe Weston, which I suspect many in the public did not believe at that point.  I imagine it did take a long time to find any self-respecting professional to parrot such desperate intelligence community drivel in a feeble attempt to put the genie back into the bottle. The so-called mystery attacks revealed publicly the now indisputable existence of a terrifying technology the public by and large had no idea existed, being kept secret by the military, intelligence communities, military industrial complex (MIC), contractors, and the scientists involved, although such weapons under the moniker of Directed Energy Weapons in reality have been under development in earnest for 60 or so years in an electronic arms race no one can ultimately win for losing.

Watered-down versions of these weapons are being rolled out to our now post-9/11 militarized police as “non-lethal weapons”, though they were always designed to be lethal, according to retired military security specialist P. David Gaubatz, in Virginia. His job entailed guarding the testing of these weapons on animals. After watching a particularly misleading 60 Minutes episode years ago, wherein the high-ranking military officer being interviewed touted the non-lethal nature of these electronic weapons (tested on presumably young, healthy males only), Gaubatz tried to warn the public and set the record straight by getting in touch with a program producer to clarify that the weapons were always designed and intended to be lethal, but were merely being used at a lower power to garner the questionable non-lethal designation. He recounted that truckloads of animals were brought into test facilities after dark and truckloads of carcasses were removed pre-dawn, victims of horrific deaths by variations of Directed Energy Weapons at full strength. Microwave of course sucks every bit of moisture out of your body, with an accompanying high-pitched tell-tale whine, if your hearing is good enough to notice it.  It must be an excruciating way to die. You may even remember reports coming out from unofficial sources regarding the fierce Battle for the Fallujah Airport in Iraq where Iraqi citizens and soldiers reported Iraqi soldiers rendered into dried out bags of bones and teeth by some weapon unfamiliar to them, silent, long-ranged, and impossible to defend against.  The bodies plus two inches of top soil were reportedly taken by the Americans to an unknown location in the desert and disposed of.  (See the YouTube video “Star Wars in Iraq 2003” by Maurizio Torrealta and Sigfrido Ranucci.) Would the topsoil have revealed radiological contamination? We’ll never know. But that was not the only unconventional weapon rolled out in Iraq. Something else called “The Voice of God” weapon was used on the Iraqi soldiers to make them believe that Allah himself was telling them to put down their weapons and surrender. This is also called “Voice to Skull” aka V2K – sound that is sent along a radio frequency microwave that can actually put that sound, even the spoken word, into someone’s head. President Putin of Russia has even been reported as saying that the Russians attempted to use this technology (a neuro-electronic device which uses microwave transmission of sound into the skull of a person, by way of pulse-modulated microwave radiation) during the Cold War, to securely communicate with their agents, but “we had to stop because we found it was giving our own agents brain damage”.

In an article in the Houston Chronicle on 13 September 2006 by L. Baldor, Air Force Secretary Michael Wynne was quoted as saying, “Non-lethal weapons such as high-powered microwave devices should be used on American citizens in crowd-control situations before they are used on the battlefield”. Then the article describes how non-lethals should weaken people not injure them, and the deleterious affects on nearby electronics are also mentioned (I call it the canary in the coal mine affect).

So, we know now as a nation, that these weapons exist. That horse has definitively left the barn with the Cuba story, followed by similar revelations even more recently from our diplomats in China. This is not science fiction nor “mass delusion”. We know that the weapons manufacturers and their military customers require testing on human subjects to prove efficacy and sell lucrative contracts.  But have they already been doing such testing on human beings, albeit covertly and decidedly non-consensually? Are they indeed torturing, injuring and killing innocent people (and animals)? And by what legalistic sleight of hand are they doing it, since that would clearly violate these US Codes and more:

• 10 US Code §950t (2) which forbids attacking non-combatant civilians with weapons of war;


• 18 USC §2441 which prohibits the Federal governments and agents thereof from committing acts of war upon unarmed, non-combatant civilians;


• 42 USC 1985 – which prohibits conspiracy to interfere with civil rights;


• 18 US Code (sections) §241 and §242, which prohibits conspiracy to deprive anyone of their Constitutional Rights.

Herein we come to the second issue I wish to address, where we begin to see the media and governmental schizophrenia in regard to a decades-long and growing phenomenon called “Targeted Individuals”.  These are people who report that they suddenly find themselves under what would appear to be electronic assault by so-called “invisible weapons”, from strangers using devices from nearby homes, apartments, cars, backpacks, or handheld devices, often trained on them at a strength of low to medium-high, or worse, 24/7, often accompanied by a painfully high-pitched whine. In desperation to protect themselves and lessen the unthinkable pain and discomfort of being cooked alive slowly (which often induces death by catastrophic organ failure, heart attack, stroke, cancer, singed or liquefied internal organs, desiccation, etc.) they often grab the easiest potentially protective material – tinfoil. Hence the reference to “tinfoil hat club” as what society has come to accept as “conspiracy theory”, i.e. people  “imagining” something nebulous is attacking them. Nothing to see here, no need to listen and investigate, or think. (The CIA is credited with introducing this concept into society to cover up a host of ills done to us.) Soon the “lucky ones” through diligence and desperation, discover that copper sheets, malleable silicon, and Teflon mitigate or deflect many more types of energy weapons directed at them than aluminum foil.

This phenomenon of so-called mass paranoia where people of all ages, ethnicities, vocations, educations, religious beliefs, backgrounds, locations, etc. “just happened” to believe exactly the same thing was happening to them down to the smallest detail, was even covered in the New York Times in 2016 by a quasi-journalist named McPhate, in a piece of yellow journalism called “They See Gang Stalkers”.  He interviewed people who reported being non-consensual targets of such energy weapons on less than lethal full strength, but certainly horrifically more than “crowd control level”, though also victims of contracted stalking, a technique used first and foremost as a psychological operation against the individual chosen to be sacrificed for the greater good (MIC profit margins) in order to make their complaints about being hit with invisible electronic weapons sound just as paranoid as claiming large numbers of strangers were relay-stalking them for no known reason.

This PsyOp, which is illegal under Executive Order/E.O. S-1233 , DoD Directive S-3321.1 and National Security Directive 130 – – the United States military and Intelligence Communities are forbidden by law from targeting U.S. citizens with PSYOPS within US borders – has its origins in the previous Communist East Germany, and was called “Zersetzung” which means “deconstruction” of every aspect of a person’s life. It was used on dissidents to drive them to suicide, hence ridding the ruling Communist elite of a conscienced opposition.

Those Targeted Individuals whom McPhate interviewed under the pretense of wanting to expose this heinous program, were – a housewife, a lawyer, a practicing doctor, and even a scientist who had been involved in the development of these weapons and had discovered they were being used to covertly injure and kill people simply because they could get away with it due to the nature of the weapons and the ignorance of the public. McPhate only identified two interviewees, Timothy Trespass, obviously in a state of severe distress from unrelenting abuse, and “Karen Stewart, from Tallahassee, Florida”, as both reporting the weapons attacks and the stalking abuse and implying the only explanation was that they both could only be mentally ill.

McPhate used extremely little however of the good, solid information provided him by the professionals who gave him hours of their time.  He also failed to mention that Karen Stewart, was a 28-year veteran intelligence analyst with the National Security Agency, with ten of those years spent within the Weapons and Space Directorate reporting on advanced weaponry.

He also failed to mention Stewart had come under attack for stumbling onto a sex-for-promotion ring that traded in honeypots, blackmail, and espionage inside of NSA, emanating from their own Security directorate and Inspector General’s Office. And it did not help her cause that she knew that warnings about 9/11 had been purposely squelched by leadership.  This got her speedily, viciously, targeted with prejudice.  I should know, I am she.  Anyone looking up my name on the Internet with the terms NSA whistleblower can view the details.

You will also learn that I am one of the most psychologically vetted people you will ever find, not only passing the rigorous NSA entrance exam including psychological fitness and over 20 years of periodic, routine, psychological exams, but also being thoroughly vetted by two independent senior psychologists as completely sane and not likely at all by known medical norms to suddenly “go crazy” late in life with no personal or family history of such.

Consider, too, that the vast majority of MIC victims have no history of mental illness whatsoever before being targeted.  But this was of no importance to McPhate’s Mockingbird agenda, to try to smear me and all the rest of the MIC victims known as “Targeted Individuals” rather than McPhate informing the public about the heinous betrayal and endangerment of the citizenry by their own turncoat government, which has an egregious history of covert, non-consensual lethal experiments on unsuspecting citizens, which now entertains the idea of not only perfecting extinction-level weaponry, but obsesses with using microwave frequencies and knowledge of how certain frequencies flooding the environment can be used to pacify and dumb down the populace in a type of electronic mind-control prison.  (Frequencies can also control mood and mind set.)

Brave - The Browser Built for Privacy

Instead of utilizing the gold mine of information at hand, McPhate ignored insights from uniquely qualified and well-educated individuals in order to concentrate on discrediting the historic  “Zersetzung” PsyOps methodology being used once more by rogue government against individuals. Methodologies that were designed specifically to mimic “paranoia” when reported to family, friends, authorities and 1-dimensional mental heath professionals unaware of counterintelligence operations methodologies or historic oppression techniques used on the masses.

McPhate failed to qualify that the methodology of relay stalking by multitudes of civilian mercenaries, is exactly what the Feds (specifically DHS/FBI/Fusion Centers with input from other agencies) and their proxies (Infragard, Neighborhood Watch, criminal gangs) use purposely and with intent to simultaneously discredit their victims and secretly signal authorities to deny certain people their Constitutional Rights and equal protection under the law, because they are being used as Military Industrial Complex chattel, that is to say, the new secret “Untouchables”, a reference to a historic caste system in India wherein the bottom of society was ignored completely as human.

When “Targeted Individuals” report the onset of multi-person stalking, they are immediately dismissed by the authorities, with inane reasons such as “only one person stalking you is illegal, not multiple people”, contradicting known RICO laws.  Mention Electronic Weapons and assaults and the authorities from local Leos to FBI feign comatose incredulity, despite US Codes and Executive Orders, such as –

• 50 USC Ch 40, §2301 Congressional Findings clearly states that Congress recognizes that chemical, biological, radiological and other (electronic) weapons of mass destruction are now capable of being made by domestic terrorists and criminals; or


• E. O. 13606, wherein all who conduct or conspire to facilitate prohibited activities using sophisticated electronic technology to harm communications equipment, communications networks, or human beings, are Axis of Evil, Rogue State Actor or sympathizers or terrorist infiltrators working against the American people and public at large, by the definition in (section) § 7, to include transmission and display; as well as those using information and communications technology to commit serious and grave human rights abuses, in violation of the Counterfeit access device fraud and Computer Abuse Act of 1984.

So much for the DHS/Fusion Center mantra, “See something, say something”? I must have missed when enforcing or following  the laws of the land became whimsical, personal choice? Or applied differently according to whether you are declared predator or prey caste?

How does one become a “Targeted Individual”, marked ultimately for eradication? Some are whistleblowers, journalists of conscience, do-gooders, people who ask intelligent questions, but the vast majority are entirely random, wrong place, wrong time, and they never know “what they did wrong”.  And the program like mushrooms steeped in manure and kept in the dark, is expanding, silently and exponentially, because the same elite believe there are simply too many of you for their taste. But our mainstream media is not sounding the alarm nor even trying to piece together the story. They even want you to believe anyone who is, is simply mad. Never mind that these weapons are mobile and all but ubiquitous and your DNA is being altered along with that of the present crop of “Targeted Individuals” or that the plethora of young male shooters in our society today may actually be being manipulated by “Voice of God” (V2K) technology or other covert military/intelligence neuro-influencing technology as a means to an end in regard to gun control and confiscation.

So here we are, after decades of society, the press, the authorities, ignoring, marginalizing, mocking, and even further heaping abuse on those “Targeted Individuals” who through pain and terror, desperately warned that rogue government infiltrators were expanding their reach and influence and were simultaneously fielding highly advanced, covert, lethal technologies against individuals in the populace, (as a precursor to more and more of the populace), we are seeing the key elements of their “impossible” claims proven – though at a rather sudden and rapid pace.  The press must decide immediately, is it the propaganda arm of the Military Industrial Complex monster and its cannabalistic “Homeland Security” façade offspring, which are soon to put an end to the Free World, if not to all life with these weapons, or will it remember its purpose and calling, to stand as watchman on the wall, to awake, investigate in earnest, and courageously report unbiased facts with accuracy and veracity and therein warn its fellow citizens – among them their own mothers, brothers, sisters, daughters, sons, etc. of the extinction-level event awaiting them at the hands of a pathocracy? A shadow government run by psychopaths.  We are calling out the press to duly alert fellow citizens that the time is short to act and demand action by those whose jobs it is to detect and protect you from domestic as well as foreign enemies.  We have never faced such an ominous enemy and one who is already a hair from victory thanks to a suppression of and rejection of truth. Harsh truth may pull us back from the brink and save millions of lives, as well as preserve our country, but continued pretty lies from the press will sleep walk us into oblivion.

Karen Melton Stewart worked as an intelligence analyst with a Top Secret security clearance for the National Security Agency for 28 years when she was suddenly slandered, libeled, and forced out after reporting a honeypot being run in the NSA Weapons and Space Directorate by a compromised Security Group and IG Office to entrap and blackmail senior management. NSA has been so desperate to destroy her to keep her quiet that they instructed the FBI Fusion Centers to target her as a “terrorist” to include utilizing electronic weapons, for merely asking why another woman received credit for her award-winning work on a project saving thousands of lives and her double promotion for it.

“That buzzing noise over a construction site could be an OSHA drone searching for safety violations,” notes Littler Mendelson lawyer Tammy McCutchen in a piece for the Federalist Society. Quoting a U.S. Department of Labor memorandum from May of last year obtained by Bloomberg Law, McCutchen writes that “your friendly neighborhood OSHA inspector is now authorized by the Labor Department ‘to use camera-carrying drones as part of their inspections of outdoor workplaces.’”

What about the Fourth Amendment, you may ask? Well, court review is unlikely because current procedures call for the agency to obtain employer consent before sending the spycams aloft. Which makes everything okay, right?

Not really. As McCutchen writes, employers who refuse such consent “risk the ire of the DOL, with serious consequences. Nothing is more likely to put a target on an employer’s back for multiple and frequent future investigations than sending a DOL investigator away from your doors. Refusing consent will label you at the DOL as a bad faith employer that deserves closer scrutiny. This I know through experience practicing before DOL and as a former Administrator of DOL’s Wage & Hour Division.”

So consent will often, maybe nearly always, be given despite the dangers one might imagine. Some of those dangers: “The drones could record trade secrets or employees doing things they shouldn’t.  But the memo contains not a single word on protecting the privacy of employers or employees caught on video.  How long will OSHA retain the video? Who will have access to the video? Will the videos be obtainable by competitors or unions through a FOIA request?” Or, for that matter, by other law enforcement agencies seeking to build a completely unrelated legal case against the employer, employees, or perhaps even the owners or users of nearby property?

All of which points up one of the problems with trying to turn the abstractions of civil liberties into something real: before a court can act on behalf of your rights, you need to be able to say no to the government’s demand in the first place, or else there will be no dispute for the court to review. And across much of our regulatory and administrative state, that power to say no in the first place has been tending to ebb away.  [adapted from Overlawyered]
