The former director of the Pentagon program dedicated to investigating possible sightings of UFOs explains in the importance of continuing with this type of program.

By W Radio 1-10-18 Transcribed By Dave Haith

W Radio: Mr Luis Elizondo, good morning and thank you very much for being with us at W radio.

I would like to ask you if you as an official at the Pentagon, had enough proof, or solid proof, that could lead you to believe that there's life outside of the Earth?

Luis Elizando: Thank you very much for having me on your program. What we looked at on our program was two fold - what was it and how it worked?

As a result of our analysis and ten years worth of study and information, leads us to believe that these phenomena are not from any one country that we know. So the question is, if they from outer space, or inner space or any space in between, that is a question that we still don't know, but we are fairly certain they're not from here.

W Radio: Mr Elizondo, why the Pentagon wanted to have a secret program watching the phenomena and these UFOs? Why wouldn't it publish this material this proof or this analysis that the Pentagon had?

Luis Elizando: I believe the answer is for two reasons. One, there is a tremendous social stigma or taboo against officially recognizing the phenomena and, two, I believe it is very difficult for any national security apparatus to have identified a problem or potential threat and not offer a solution. In this case you have phenomena that are in a certain air space. We do not know what it is, we do not know how it works, and there's nothing we can do about it. And that is a very uncomfortable topic for any government to have internally or externally.

W Radio: Mr Elizondo, from the phenomena and incidents that you knew when you were at this program, what was the one that really surprised you or the one that you said, ok this is what makes me believe that there's life outside of the Earth?

Luis Elizando: I think every day was a surprise. There was no one single incident. It was a slow steady flow of information coming in, either through eye-witness accounts or through radar or through video, that began to paint a very compelling picture for all of us.

I think furthermore for your listeners' understanding, we are talking about objects that can be sub-categorized in five different observables. Those observables include extreme maneuverability, hyper-sonic velocities, low observability, transmedium travel and, lastly, positive lift without any type of obvious signs of aerodynamics or thrust, or propulsion. These objects are displaying characteristics that far exceed anything we know currently in the world's inventory.

W Radio: Mr Elizando, regarding the name of the program at the Pentagon that you worked with, it is described as a 'threat', do you really think there is an actual threat from outer space to the Earth, to our planet?

Luis Elizando: I think in national security, we always have to assume anything can be a threat until we can prove it is not a threat.....as an example, we lock our doors and night, we turn on our alarm systems and we lock our windows because there is a potential there might be a threat. There probably won't be, but there might be.
In this particular case, if you can imagine waking up every morning and seeing muddy boot prints in your living room, every morning even though you've locked your doors and you've locked your windows and your alarm is on.

In this particular case, nothing is stolen from your house, nothing is missing, no-one is hurt but at the end of the day you still have muddy boot-prints that aren't yours in your house.

W Radio: Mr Elizando, I would like to ask your opinion around the possibility of this topic that these investigations and analysis, could be a main part of a President Trump administration or that this program could be re-opened in the near future?

Luis Elizando: Well, I think that's a very good question. We, in the office that I came from, are all apolitical, meaning we don't get paid to take sides, so whether it's Democrat or Republican or an Independent in office is really inconsequential for us, but our hope is that whoever is in office, whether it's Trump or it's anybody else, we'll look at the data and allow the data to speak for itself, then at that point, hopefully be able to increase funding and the necessary budget to continue the program in a far more robust manner.

I think it's important for you listeners to know the program never went away. The program was never officially disestablished. Parts of the funding may have ended in 2012 but then more funding came in 2013 but more importantly than that, is that the effort was never stopped, never halted. So the program continues to move forward and in my opinion, whoever's in charge, whoever is the President at the time, needs to allow the data to speak for itself and increase funding for additional research and analysis into the phenomena.

W Radio: Mr Elizando, there are two different scenarios: one is that life in outer space is possible and that it actually exists, and the other one, is that this different life that lives outside of Planet Earth might come to this planet and visit us. So this solid proof remains unknown for us to understand that this life really happens and they might come to Planet Earth. NASA hasn't even recognized this possibility.

Why, if you have observed that there is life at outer space, no-one including NASA has recognized it?

Luis Elizando: Well, keeping in mind that NASA has already recognized the possibility in fact they funded in part our SETI program. SETI is by definition Search for Extra Terrestrial Intelligence and millions and millions of dollars were invested of US taxpayer money to build radio telescopes for exactly that purpose.

I would submit to you, if we are willing to invest millions of dollars on the off-chance we might hear a conversation somewhere in deep space, and here we have pilots who are in charge of multi-million dollar weapon systems with top secret clearances who are telling you they are seeing something right here, right now. I would submit to you, our money is probably better spent listening to the pilots and looking at the hard radar data, and looking at the videos, and trying to figure that out, instead of hoping that we might hear some conversation maybe ten million light years away.

NASA has already acknowledged the high degree of possibility that we are not alone in this universe.

I am not saying that what we are seeing here is necessarily outer space, or as I said before, or inner space or the space in between. I have my personal opinion. But if it's not from here, it's from somewhere else. The binary discussion of, is it from here, or is it from outer space from an alien or is it not - I'm not sure if that's even the right question because there's a lot of different scenarios and possibilities. I do not think it's an either/or question. I think there are several other options of the origins of what we're looking at.

W Radio: Mr Elizando, I would like to know your personal opinion about or around these UFOs might have for coming to Planet Earth or our planet - why would they want to do that?

Luis Elizando: All I can do is put this in a human context. So let's look at this question from the human perspective. Why does mankind do anything we do and why do we explore the horizons? Sometimes we explore the horizons for our sheer curiosity. It's in our DNA, it's in our genetics. Other times we explore to exploit - to take resources and to do something that is to our advantage as a species.

Other times we do it to study and to learn. There's many reasons why mankind goes... pushes the limits and goes beyond his horizon and it could well be the same thing for any other living organism out there.

Again I can only speak to the intentions looking at mankind and our history, why we do what we do.

There could be a whole range of reasons: they could be natural resources, it could be the fact that hydrogen is so abundant here in a very dense form with water, it could be to observe our evolution as a species, it could be reconnaissance, in some cases I've heard people say it could be what we refer to as preparation of the battlefield, you know, to determine if this planet we live on is something... that is something attractive for another species.

I can't answer that question very well, cos it's simply put - I just don't know. I think there's a whole, if you will, spectrum of reasons why something or someone should be interested in this planet. Why are we interested in Mars? Why are we interested in putting mankind on Mars? Why are we interested in putting human beings in outer space in space stations?

W Radio: Well Mr Luis Elizando thank you very much for being with us on W Radio. Have a good day.

Seth Shostak took to his FaceBook page to do a one man stand-up show, performing his shtick last Thursday (1-18-18) and taking questions in the aftermath. For those who presumed that the revelation of a 5 year secret UFO investigation perpetrated by the

Department of Defense, along with Navy pilots coming forward who engaged a UFO, supported by radar and FLIR video, would give Shostak pause re Ufology—it ain’t happenin’!

Shostak, in my view seemed only to have taken a cursory look at the reports surrounding the disclosure of the formerly secret UFO program. At one point he couldn’t recall what the acronym, AATIP (Advanced Aviation Threat Identification Program) meant—the very subject of what he was addressing! If a university student gave such a presentation, he would have been given a failing grade.

Ironically, Shostak spoke a bit about arguments from ignorance ….

The NYPD is increasingly turning to DNA to help solve crimes. And it's worked: The science has helped develop investigative leads and given prosecutors ammunition in court. But as the police have gotten more aggressive about collecting genetic material, they've quietly amassed a giant database of DNA profiles without any laws and little oversight over how they can use it.

As the science advances and the size of the databases grows, civil-liberties groups, defense attorneys and advocates are ringing alarm bells.

This piece has been adapted and expanded from the introduction to Alfred W. McCoy's new book, In the Shadows of the American Century: The Rise and Decline of U.S. Global Power.

In the wake of the 2001 terrorist attacks, Washington pursued its elusive enemies across the landscapes of Asia and Africa, thanks in part to a massive expansion of its intelligence infrastructure, particularly of the emerging technologies for digital surveillance, agile drones, and biometric identification. In 2010, almost a decade into this secret war with its voracious appetite for information, the Washington Post reported that the national security state had swelled into a "fourth branch" of the federal government -- with 854,000 vetted officials, 263 security organizations, and over 3,000 intelligence units, issuing 50,000 special reports every year.

Though stunning, these statistics only skimmed the visible surface of what had become history's largest and most lethal clandestine apparatus. According to classified documents that Edward Snowden leaked in 2013, the nation's 16 intelligence agencies alone had 107,035 employees and a combined "black budget" of $52.6 billion, the equivalent of 10% percent of the vast defense budget.

By sweeping the skies and probing the worldwide web's undersea cables, the National Security Agency (NSA) could surgically penetrate the confidential communications of just about any leader on the planet, while simultaneously sweeping up billions of ordinary messages. For its classified missions, the CIA had access to the Pentagon's Special Operations Command, with 69,000 elite troops (Rangers, SEALs, Air Commandos) and their agile arsenal. In addition to this formidable paramilitary capacity, the CIA operated 30 Predator and Reaper drones responsible for more than 3,000 deaths in Pakistan and Yemen.

While Americans practiced a collective form of duck and cover as the Department of Homeland Security's colored alerts pulsed nervously from yellow to red, few paused to ask the hard question: Was all this security really directed solely at enemies beyond our borders? After half a century of domestic security abuses -- from the "red scare" of the 1920s through the FBI's illegal harassment of antiwar protesters in the 1960s and 1970s -- could we really be confident that there wasn't a hidden cost to all these secret measures right here at home? Maybe, just maybe, all this security wasn't really so benign when it came to us.

From my own personal experience over the past half-century, and my family's history over three generations, I've found out in the most personal way possible that there's a real cost to entrusting our civil liberties to the discretion of secret agencies. Let me share just a few of my own "war" stories to explain how I've been forced to keep learning and relearning this uncomfortable lesson the hard way.

In the post-Snowden era, we don't have to tell you how important it is to stay engaged with (and vigilant about) the surveillance state in America. Jennifer Granick is the Director of Civil Liberties at the Stanford Center for Internet and Society, and author of the new book American Spies — and this week she joins us for an in-depth discussion about the surveillance state today. Of course, shortly after we recorded this podcast, the NSA made major changes to one of its surveillance programs, so Jennifer returned to record an addendum examining this latest news, so make sure you listen to the end!

Former Ohio U.S. Rep. Dennis Kucinich agreed with President Trump’s assessment yesterday that intelligence leaks to the media are more worrisome than the sudden resignation of now former National Security Adviser Michael Flynn.

Kucinich said he feared the intelligence community is trying to influence foreign policy during an appearance yesterday on Boston Herald Radio’s “Adriana Cohen Show.”

“When you look at the way the Flynn episode unfolded it’s very clear that his communications were taped, they were transcribed, they were given to the media with specific timing involved,” Kucinich said. “This was clearly a trap that was set for him.”

Props to Green Bay QB Aaron Rodgers for sharing a detailed and provocative account of a 2005 UFO sighting in New Jersey. The story blew up in the sports world, even though we all know that if Blaine Gabbert or Josh Freeman had gone public with similar tales, and perhaps with even more material evidence, nobody would’ve bothered to yawn. Still, Rodgers’ story will dissolve into more immediate noise and be forgotten soon enough. Meanwhile, researchers who keep trying to hold government accountable will continue their labors in obscurity.

Which brings us to this week’s question: Did the Federal Aviation Administration redact key portions of an audio file concerning an airline crew sighting of a UFO over Utah on January 14? That’s the not-even-mildly shocking allegation being made by retired meteorologist and researcher William Puckett, who regularly combs Uncle Sam’s radar files for weird stuff. And he’s pretty jazzed about what he found out. In fact, says Puckett, “This may be the best radar-visual case I’ve ever worked.”

It was a chance discovery, made by a nightowl Utah ham operator who randomly listened in on cockpit chatter between pilots and Air Traffic Control two months ago. He contacted Utah’s state MUFON director, who in turn brought Puckett into the conversation. Puckett queried the FAA for whatever he could get. Beaucoup data came back, enough for a reconstruction of events. The plane turned out to be an Airbus 321, aka American Airlines Flight 434. It was on the way to Philadelphia from San Francisco. Things got interesting shortly after midnight MST. That’s when the ham operator, Pat Daniels, said he heard 434 ask ATC if they were scoping a brightly illuminated bogey, somewhere below their cruising altitude of 31,000 feet. Daniels heard two bursts of dialogue spaced about a minute apart. He said ATC told the crew it had no radar on it. But that’s not true.

Puckett, whose analysis is available at his UFOs Northwest website, not only recovered the bogey’s radar tracks through FOIA. He created an animated version of those peculiar pingbacks, which cropped up in 434’s vicinity from 12:08 to 12:15 a.m. With each 12-second sweep of the radar, an object or objects got painted above Interstate 15, a few miles south of a sleepy little blip called Nephi, population 5,500. In stark contrast to the linear northeasterly course of Flight 434, the unidentified target followed an incoherent path, popping up here and there like a meth-addled whack-a-mole.

Puckett received 41 seconds of radio chatter from the FAA, recorded between 12:12 and 12:13. He posted that on his site too, but it doesn’t entirely square with what Daniels insists he heard. Flight 434 asks ATC if it’s tracking a “bright orange square.” ATC hesitates, then replies, “Uhhm, no, that’s a good question, I’m not sure what – is it off to your right side?” 434 says “It’s apparently off our nose right now” and “we’ve been watching it for awhile” and “I don’t know what it is, it’s a perfect, uh, square, it’s bright orange.” 434 asks what town they’re skirting at “2 o’clock low.” ATC says Nephi. And that’s it. No mas.

Puckett says he could’ve obtained an even more detailed profile on the mystery — like target altitude, maybe — if military bureaucrats hadn’t tightened the rules on releasable radar material a few years ago. But that’s another story. Right now, Puckett wonders, if ATC wasn’t monitoring anything unusual, why did it ask 434 if the bogey was off its right side? Because that’s exactly where it was, according to the radar map. Puckett says radar indicates ATC was locked in the whole time, and he points to a gap in the voice-recording spectrogram which — he says — indicates a block of dialogue was scrubbed out.

Puckett’s report goes on to scratch balloons, drones, false echoes, military ops, etc., from the suspect list, and again, you can run through all that on his web page. It’s worth a pause. And it raises this question: Is resolving the apparent spectrogram discrepancy worth the effort? Maybe. But not for De Void. De Void has pretty much given up on bureauville. De Void can’t even get U.S. Customs and Border Protection to declassify a UFO video that’s been on the Internet for three years.

But let’s step back for an even broader demoralizing framework, courtesy of the Associated Press. They ran with this lead on March 15, during the annual “Sunshine Week” update on the shabby state of government transparency: “The Obama administration set a record for the number of times its federal employees told disappointed citizens, journalists, and others that despite searching they couldn’t find a single page requested under the Freedom of Information Act.”

In other words: The feds couldn’t produce squat for one of every six FOIA requests that rang their customer-service bells last year. Want more? No? Seventy-seven percent of their responses either laid goose eggs or contained partially censored information — that’s 12 percent higher than Obama’s first year in office. Worst (apparent) offender? The EPA office supervising New York and New Jersey. Those working stiffs couldn’t find what people asked for 58 percent of the time.

The Customs department looks like Boy Scouts next to that; Customs was worthless just 34 percent of the time. And one more thing: To its credit, Customs admitted to De Void that it actually did find the Aguadilla UFO footage during its records search. They just have no intention of releasing it, even though it’s been seen more than 56,000 times on YouTube. What’s a good 50-cent word for that sort of spitefulness – contumacious?

Anyhow, William Puckett, good luck working the FAA. You’re a better man than I am.

This case was reported to me by Erica Lukes who is the director of MUFON for the state of Utah. She knows a radio show host (Pat Daniels) who was scanning communications between aircraft and the FAA shortly after midnight on January 14, 2016. He heard a conversation between an airline pilot and Air Route Traffic Control.

William Puckett www.ufosnw.com 2-6-16

The pilot reported seeing an extremely large bright object that he estimated a mile wide to his right. The air traffic controller told him that he was looking in the direction of Nephi, Utah. Apparently the air traffic controller told the pilot that the object was not detected on radar. The object appeared to keep pace with the aircraft.

A Freedom of Information (FOIA) request was written to the Federal Aviation Administration (FAA). About six weeks later we received a response to the FOIA. The response consisted of radar returns, voice tapes and tower logs. The FAA is to be commended for their full and timely response to our request. [...]

Thursday on “The Alan Colmes Show,” Alan spoke with Washington’s only registered UFO lobbyist, Stephen Bassett, about what the government knows about discovering extraterrestrial life in the universe and if the public will ever truly be informed about it. Bassett told Alan that the government has known about UFOs and their contact with humans for decades, including U.S. presidents who wanted to do further research. Bassett also said that it will be Barack Obama who will make history by being the first president to fully disclose what the government knows and explained why the media has been part of a coverup.
