President Trump has become the third president to renew a post-9/11 emergency proclamation, stretching what was supposed to be a temporary state of national emergency after the 2001 terror attacks into its 17th year.

But the ongoing effects of that perpetual emergency aren't immediately clear, because the executive branch has ignored a law requiring it to report to Congress every six months on how much the president has spent under those extraordinary powers, USA TODAY has found.

Exactly 16 years ago Thursday, President Bush signed Proclamation 7463, giving himself sweeping powers to mobilize the military in the days following terrorist attacks that crashed planes into the World Trade Center, the Pentagon, and a Pennsylvania field. It allowed him to call up National Guard and Reserve troops, hire and fire military officers, and bypass limits on the numbers of generals that could serve.

Presidents Bush and Obama renewed that emergency each year. And on Wednesday, Trump published a now-routine notice in the Federal Register extending the emergency for the 16th time, explaining simply that "the terrorist threat continues."

On September 6, 2017, from the University of Alaska Fairbanks' Schaibel Auditorium, Dr. Leroy Hulsey presented the findings and conclusions detailed in his team’s September 2017 progress report.

The draft report of the study will be published later in the fall (2017). A six-week public comment period will follow the release of the draft report, allowing for input from the public and the engineering community. The final report, which will incorporate constructive comments and will be vetted by peer reviewers, will then be published in early 2018.

Since the first peer-reviewed journal paper that critically examined the evidence of the events of September 11th, 2001, which was by physics professor Steven E. Jones entitled “What Accounts for the Molten Metal Observed on 9/11/2001?” in the Journal of the Utah Academy of Sciences, Arts and Letters in 2006, there have been several academics that worked very hard over the years to publish in mainstream journals despite the barriers. This is a major achievement for the 9/11 research community. President Bush Visited a School in Florida

President Bush received his daily intelligence briefing early in the morning of September 11, but the briefing included nothing about terrorism. A short time later, numerous members of his staff learned that a plane had crashed into the World Trade Center as his motorcade headed to the Emma E. Booker Elementary School in Sarasota, Florida, and yet no one told him what had happened at that time.

Bush was told about the crash for the first time by Deborah Loewer, director of the White House Situation Room, after his limousine arrived at the school. Subsequently, his senior adviser, Karl Rove, also told him about the crash. However, the president still took his time chatting with members of the official greeting party at the school, even though he was told he had to take an important call from National Security Adviser Condoleezza Rice.

Secret Service agents who were with the president were unable to obtain any information about the crash at the WTC from their colleagues in Washington, DC, after they arrived at the school. Meanwhile, Mike Morell, Bush’s CIA briefer, called the CIA’s operations center when he reached the school and learned that the North Tower had been hit by a large commercial airliner. But personnel on Air Force One were unable to obtain precise information about what was happening, even after the second hijacked plane crashed into the WTC, at 9:03 a.m., and one officer wondered if a nation-state was behind the attacks.

Despite what had happened in New York, Bush decided to continue with the scheduled event at the school and at 9:02 a.m. entered a classroom to listen to the children there reading. A short time later, Andrew Card, his chief of staff, learned that a second plane had hit the WTC, and immediately thought Osama bin Laden and al-Qaeda were responsible. Minutes later, Card entered the classroom and told the president that America was “under attack.”

White House press secretary Ari Fleischer then held up a message for the president, instructing him, “DON’T SAY ANYTHING YET.” Bush therefore remained seated and listened to the children reading a story about a pet goat for the next five minutes. Even after the children finished the story, Bush stayed in the classroom to ask them questions and talk to the school’s principal.

As Al-CIA-da become the “good guys” (again), and I-CIA-SIS starts to crumble, and the latest boogeymen fail to strike a chord of panic in a boogeyman-weary public (remember the fearsome Khorasan Group, anyone?), it is safe to say that the old Global War on Terror (GWoT) paradigm is falling by the wayside. Lucky for the multi-trillion-dollar global terror-industrial complex, then, that the spiffy new cyberterror paradigm is waiting in the wings to take its place!

But just as the fading GWoT paradigm requires a steady stream of (perceived) threats in order to justify the bloated budgets of the US intelligence and security apparatus, so, too, does this new cyberterror paradigm require a constant flow of (perceived) online threats to justify the bloated budgets of the US cybersecurity forces. And just as in the GWoT, every “failure” of cyber-intelligence and every “inadvertent” proliferation of cyber-weaponry gives the newly-created US Cyber Command an excuse to expand its role and take even bolder action in its quest to “fight the net.”

The GWoT and all of its attendant ills have been built on the back of that “catalyzing event”— our “new Pearl Harbor,” 9/11. So, naturally, the new cybersecurity establishment is waiting breathlessly for the “cyber 9/11” that will justify the complete crackdown and government takeover of the internet.

Secret FBI information about who funded the 9/11 attacks will remain hidden indefinitely after a Miami federal judge reversed herself last week and decided that the FBI was not improperly withholding it from the public.

At the same time, Judge Cecilia Altonaga ruled out holding a Freedom of Information Act (FOIA) trial to evaluate the need for such continued secrecy nearly 16 years after the 9/11 attacks. A trial would likely have included testimony from government witnesses in support of continued secrecy as well as others like Bob Graham, the former Florida senator who co-chaired Congress’s Joint Inquiry into 9/11 and believes the FBI documents should be made public.

Yes, there really were hijackers on the 9/11 planes—but not the ones we were told. When it comes to resolving the mystery of how 9/11 was executed, the Truth Movement suffers from cognitive dissonance. 9/11 was an outside job, done by Israeli operatives, but with consent and cooperation at the highest levels of the U.S. government.

The five notorious “dancing Israelis” who filmed the Twin Towers’ destruction, after which they celebrated, high-fiving each other and even photographing themselves flicking a lighter against the backdrop of the smoking ruins. They were arrested after driving off in a van whose license number was reported by a neighbor. Later it was revealed that at least two of them were agents of Mossad, Israel’s intelligence service.

Michael Chertoff was put in charge of the Justice Department’s investigation of 9/11, despite his mother having been a Mossad agent, and Chertoff himself reportedly holding dual citizenship in Israel. Chertoff released hundreds of arrested Israelis back to Israel, including the notorious “dancing Israelis.”

”Lucky Larry” Silverstein, who became the new owner of the World Trade Center less than two months before the attacks, and earned an insurance payout of nearly $5 billion on his $124 million investment (after missing the disaster due to a fortuitous doctor’s appointment on the morning of 9/11) was such good friends with Benjamin Netanyahu that the Israeli newspaper Haaretz reported in November 2001: “Every Sunday afternoon, New York time, Netanyahu would call Silverstein. It made no difference what the subject was or where Netanyahu was, he would always call.”

Sixteen years is a long time to expect the American public to wait to know who was behind 9/11, the most significant act of terror in modern U.S. history. Unfortunately, the wait continues because of the resistance of federal agencies to openness, the over-classification of information and the weakness of the Freedom of Information Act.

Vast numbers of investigative and intelligence documents related to 9/11 remain classified. The FBI alone has acknowledged it has tens of thousands of pages of 9/11 reports that it refuses to make public. To make matters worse, agencies withholding information tell what are essentially lies to make their actions seem as acceptable as possible.

For example, the FBI repeatedly has said its investigation of a Saudi family who moved abruptly out of their Sarasota home two weeks before 9/11 — leaving behind their cars, clothes, furniture and other belongings — found no connections to the attacks. Yet statements in the FBI's own files that were never disclosed to Congress or the 9/11 Commission say the opposite — that the Sarasota Saudis had "many connections" to "individuals associated with the terrorist attacks on 9/11/2001."

The two questions that have never been addressed are:

Why was the Central Intelligence Report (known as a CIR), drafted by FBI Special Agent Douglas J. Miller (who was detailed to the CIA’s Alec Station), which contained information about the “Terror Summit” in Kuala Lumpur, Malaysia in January 2000, suppressed and not sent to the FBI?

And why was I [Mark Rossini] told to shut up about it?”

Rossini believes it can be proven circumstantially that the reason why Doug’s CIR was suppressed, and he being ordered to not inform the FBI, was because the CIA was engaged in a recruitment operation along with the Saudi Arabian intelligence service — known as the Mabahith — within the United States, of one or more of the terrorists who met in Malaysia, in direct violation of every applicable rule, regulation and law.

On Thursday, while most political and media figures were obsessing over Facelift-Gate, the House Appropriations Committee held a vote that could have long-standing repercussions for American foreign policy. In a voice vote that sounded completely one-sided, the Committee elected to repeal the 2001 Authorization of the Use of Military Force (AUMF). In case you’re not familiar with this, it’s the legal basis that Presidents have relied on to conduct the War on Terror.

Under normal circumstances, a President needs approval from Congress to go to war. The AUMF circumvented that by giving the President authority to carry out strikes after September 11. The AUMF has been used for attacks in 14 different countries—including the Iraq war and strikes against ISIS—since it passage on September 14, 2001.

The amendment of the Defense Appropriations Bill that would repeal AUMF was introduced by Rep. Barbara Lee (D-Calif.), the only person who voted against the AUMF in 2001.
